Select a polygon tool and then select two points - a polygon with be created with the two points being its adjacent vertices.
If you want to create a polygon on the specific side of a given line segment, think about it this way:
- Imagine you are standing on the line segment that will become a side of your polygon. If you click the point on your left and then the point on your right, the polygon will be created in front of you.
