In his book Islamic Geometric Patterns (See references at the end) Jay Bonner writes an elaborated chapter on what he calls non-systematic patterns, which matches the method of intersecting bundles of radii. A first simple example illustrates how you can construct a tiling with the known set of polygons in the group of 5-fold symmetry.
