Circle packing

This applet is based on the file Rami created and shared in https://help.geogebra.org/topic/create-non-overlapping-iteminsert-element-into-list-without-new-list.
The goal is to move the centres of the disks to stay within the quarter disk. How small can the radius of the quarter disk be?
This applet will be updated when I figure out the code for the original applet and work out how to add restrictions so that the blue points stay within the quarter disk.
Update: I added some restrictions, but now the blue disks can overlap. More updates to come.
