Rotate ABCD 90 degrees clockwise around Q.
STEPS:
1) Select the Rotate Tool 
2) Click on the inside of ABCD (try to avoid the sides and vertices) - the perimeter will highlight
3) Click the center of rotation
4) Type in the angle and select the direction!
